The report provides a comprehensive overview of the national economy and energy system, from macroeconomic dynamics and the structure of the electricity market to developments in renewables, natural gas, oil, and green financing. With over 120 pages of data, graphs, and European comparative analyses, REMARC is a go-to tool for policymakers, investors, and operators who want to understand the current pressures, growth potential, and strategic directions for a more competitive and predictable energy sector.
In his speech at the 2025 Energynomics Awards Gala, Zoltan Nagy-Bege, Energy Market Department Director, CIGA Energy Advisory, outlined the fundamental purpose of the report: to change the perspective on the energy market. In his view, REMARC is not simply a collection of statistics, but a tool for strategic interpretation. “Tonight we are not just launching a report. We are launching a new lens through which to understand Romania’s energy future,” said Zoltan Nagy-Bege, emphasizing that the report proposes a new key to understanding the entire energy ecosystem. In the same vein, he defined REMARC as “a new analytical instrument dedicated to understanding the full spectrum of Romania’s energy sector,” emphasizing the ambition to coherently cover all components of the market.
Zoltan Nagy-Bege also referred to the turning point that the Romanian energy sector is going through and the need for data-driven decisions. “Romania is at a turning point,” he warned, pointing out that the market is “being reshaped by technology, by markets, by regulation, and more than anything by the choices we make right now.” In this context, REMARC’s value comes from its ability to offer “a comprehensive, honest, and data-driven view of where we stand,” without which the energy transition risks being guided by fragmented perceptions rather than a systemic understanding.
Finally, Zoltan Nagy-Bege emphasized the integrative nature of the report and the special focus of this first edition. REMARC brings together, for the first time, “the full story of Romania’s energy market from the broad country profile to electricity, renewables and storage, natural gas, oil and refinery, the energy transition and green finance.” At the same time, the report also introduces an annual spotlight chapter, and in 2025 the focus is on the electricity market, described as “a market that has been under pressure, under scrutiny and under transformation,” a clear signal that this is precisely the area where the greatest tensions and opportunities are concentrated today.
The regional dimension and continuity of the project were highlighted by Kostas Andriosopoulos, member of the Board of the Hellenic Association for Energy Economics, who spoke about REMARC as a long-term project. “This is a report that should be continued every year from now on,” he said, stressing that the true value of such an initiative is built over time, through consistent data series and comparisons. In support of this idea, Andriosopoulos recalled the HAEE’s experience in Greece: “The Helenic association has been issuing this similar report in Greece for the past 8 years,” an experience that formed the basis for the collaboration with the team in Romania.
Another important message was related to the transfer of expertise and the concrete way in which this collaboration materialized. “We have built on this expertise and together with the excellent support of the team of CIGA we are able to have this report in our hands today,” said Andriosopoulos, pointing out that REMARC is not the result of an isolated effort, but of a joint construction. He also linked this success to the vision of CIGA Energy Advisory’s management, emphasizing that leadership and consistency are essential for projects of this magnitude.
Finally, the HAEE Board Chair spoke about the unique dynamics of the Romanian market and the report’s role in capturing them year after year. “We hope that we will capture this dynamism that the Romanian energy market has,” he said, indicating that REMARC must remain connected to the realities on the ground. At the same time, he encouraged dialogue with readers and the community of specialists: “The feedback is very welcome every time, but we will be only improving from year to year,” a sign that the report is designed as an open platform for continuous learning and adjustment.
The Romanian Energy Market Annual Report is an initiative of CIGA Energy Advisory in partnership with the Hellenic Association for Energy Economics (HAEE), with the support of BCR, in cooperation with Energynomics.
