Bid for construction of Ișalnița power plant – cancelled, bid for Turceni expected today

    While the bid for the construction of the 850 MW gas-fired power plant in Ișalnița, owned by CE Oltenia and Alro, was cancelled for the second time, on February 2nd the last bids for the Turceni power plant – which will be built by CE Oltenia in partnership with Tinmar – are to be submitted.

    Thus, the project company owned by CE Oltenia (with about 60%) and Alro Slatina, CCGT Power Ișanița, cancelled the bid on January 30th “automatically because on the deadline for submitting bids none of the registered bidders encrypted the financial offer/or did not respond to all electronic evaluation factors, as the case may be”.

    The tender for the “Construction of an energy block of approx. 850MW on natural gas in Ișalnița (“CCGT Ișalnița”) – design, acquisition, execution of works, commissioning and long-term maintenance services” was launched for the first time in June 2024, writes e-nergia.ro.

    In the autumn, the tender was cancelled due to lack of offers. The estimated value at that time was 2.8 billion lei, approximately 560 million euros.

    The CCGT projects in Turceni and Ișalnița benefit from non-reimbursable EU funding totaling, through the Modernization Fund, over 2 billion lei, the financing contracts being signed in July 2023 (831.4 million lei non-reimbursable, at a total investment value of 1.66 billion lei) and February 2024 (EU subsidy of 1.26 billion out of a total investment of 2.51 billion lei), according to Profit.ro. In the meantime, however, the estimates have been dramatically increased. In the current auctions (the one for Ișalnița recently canceled), the values ​​of the contracts put up for competition are 2.66 billion lei in the case of Turceni and 3.77 billion lei in Ișalnița.
