376 million euro in subsidies for renewable energy in 2013

Last year, renewable energy producers received subsidies worth 376 million euros, money paid by all energy consumers in Romania, through green certificates included in the bills, according to a report published by ANRE.

“The revenues reported by the producers of E-RES (electricity from renewable sources) from the selling of the gren certificates for 2013 were about 1.663 million lei (376 million euros). The impact on final consumer bill during January-December 2013 was 40.04 EUR / MWh (8.92 euro / MWh)” reads the report.

According to ANRE, in 2012 budget for the support scheme for renewables was 300 million and in 2011 of 100 million euros.

Thus the impact of subsidies for renewable energy in the final bill was 28.61 lei per MWh, in 2012, while the year before, this impact was 9.028 lei per MWh.

“Total production of electricity from renewable energy sources in 2013 was 22.362 TWh, out of which 6,279 TWh were supported by the support scheme for E-RES.”

“At the end of 2013 , the total installed power capacity the E-RES production units approved was 4,349 MW. The share of electricity from renewable energy sources in total gross electricity consumption in 2013 was 40%, thus the completion of the proposed national electricity target for 2013 was 116%”, reads the chapter Conclusions, from the ANRE report.

128 operators had the obligation to buy green certificates in 2013. Only 15 of these companies did not fulfill the mandatory quota, fully or in part. The penalty for the supplier of electricity which did acquired green certificates under the mandatory quota was 117.646 Euro per GC not acquired, which means 528.17 lei per GC, it is also mentioned in the report.
