The 2026 Rabla program for individuals will be launched in a similar format to the program that operated in the last session dedicated to individuals in 2025, and the total allocated budget amounts to 300 million lei, the Ministry of Environment, Waters and Forests announced on Monday.

Thus, the introduction of the new criteria regarding the geographical origin of eligible vehicles will be postponed for the current session, and the program will be able to be launched without additional delays for beneficiaries waiting to purchase a new, less polluting vehicle. In parallel, the Ministry will take all necessary steps to introduce these criteria for next year’s session, according to Agerpres.

“One of the objectives of the Ministry of Environment is for the Junkyard Program to be launched this year within a reasonable period. We proposed a new order, which was made public just these days. The responses received from some public authorities were that they would have needed a few more months to analyze the new order proposed by the Ministry of Environment. At this time, the most responsible decision is not to prolong the uncertainty. Any additional delay would directly affect beneficiaries, block purchasing decisions and put additional pressure on the automotive market. Therefore, we decided to launch the program in the form already known and applied in the last Junkyard session for individuals in 2025. At the same time, we are not giving up on the objective of introducing clearer criteria regarding the origin of eligible vehicles, and we will hold technical discussions, including with representatives of the European Commission, in the immediate future to support these criteria for next year,” said the Minister of Environment, Water and Forests, Diana Buzoianu.

According to the cited source, the decision comes after analyzing the clarifications received from the representatives of the European Commission regarding the new criteria proposed for the program.

The response received from the EC shows that the introduction of additional limitations regarding the geographical origin of eligible vehicles would require additional procedures at the European level, which would delay the launch of the program by at least 3 months.

In order to avoid blocking the program and to allow the rapid launch of the session for individuals, the Ministry of Environment will follow the form already applied in the last Rabla session intended for individuals. In parallel, these procedures will be followed at the European level for next year’s order of the Rabla program.

The budget of the Rabla 2026 Program for individuals remains the announced one, namely 300 million lei.

The value of the eco-tickets will be the same as that applied in the last session intended for individuals: 18,500 lei for the purchase of a new purely electric or hydrogen fuel cell vehicle; 15,000 lei for the purchase of a new plug-in hybrid vehicle or an electric motorcycle; 12,000 lei for the purchase of a new vehicle with a hybrid propulsion system; 10,000 lei for the purchase of a new vehicle with a thermal propulsion system, including LPG/CNG, or a motorcycle.

The eligibility conditions will remain those applied in the last Rabla session for individuals, respectively the session resumed based on the new guide approved in 2025, after the suspension of the previous session.
