Transilvania Bank founder Horia Ciorcilă and Finas Group announce 400 mln. euro investment in PV and storage

    The companies Winners Holding Investments (WHI), controlled by Horia Ciorcilă, and Finas Group have signed a strategic agreement with Sieyuan Electric, with estimated investments of 400 million euro, writes Transilvania Business. The agreement provides for the exploration of the development of hybrid projects that combine storage facilities with photovoltaic power plants, including the identification of financing solutions adapted to this type of investment.

    WHI and Finas Group, investors in renewable energy projects, have signed a memorandum of understanding with Sieyuan Electric Shanghai, an international supplier of electrical equipment and energy solutions, establishing the framework for long-term cooperation for energy storage projects in Romania.

    The Memorandum defines the principles of a strategic collaboration dedicated to the implementation of Battery Energy Storage (BESS) systems and associated electrical infrastructure, in a context marked by the acceleration of investments in the energy transition and the increase in the balancing capacities of the national grid.

This collaboration represents an important milestone for Sieyuan Electric, allowing us to bring our innovation and expertise to the local and regional energy storage market, supporting our partners in achieving their sustainable development and commercial objectives”, said Larry Zhang, general manager for international operations of the Chinese company.

    “A global supplier with great scope and expertise, Sieyuan Electric supports our objective of developing modern storage infrastructure, adapted to current requirements. We see energy storage as an essential component of the development of the renewable energy market. This agreement marks a new stage, continuing the projects developed to date. After a period in which some of our projects have been capitalized and others have reached maturity, we are entering a phase oriented towards implementation and construction, supported by the partnership with Sieyuan Electric”, says Claudiu Șugar, representative of WHI – Finas Group.

    He specified that these companies started investing in energy in 2025, and by the end of the year they will have 70 million euros invested in four storage projects.

    The investors’ development portfolio exceeds, for the next two years, the estimated capacity of 2 GWh of energy storage systems and 400 million euros invested in batteries and solar projects, which would position this partnership as a relevant step for the expansion of modern energy infrastructure in Romania.

    Sieyuan Electric is an international company specialized in the production and supply of electrical equipment and solutions for energy infrastructure, active in energy transmission, distribution and storage projects globally.

    According to the memorandum, Sieyuan Electric will have the status of preferential strategic supplier for the equipment used in the projects developed or controlled by the investors.

    The cooperation aims at the delivery of BESS systems, energy conversion equipment, transformers, medium and high voltage installations, as well as other auxiliary systems necessary for the implementation of energy projects.

    The memorandum also establishes common commercial principles at the portfolio level, payment guarantee mechanisms, strict confidentiality rules and a governance model dedicated to project coordination, without creating direct contractual obligations for purchase or supply, which will be defined through individual agreements for each project.

    Through this collaboration, the three companies express their intention to accelerate the implementation of storage projects and integrated energy solutions, contributing to increasing the flexibility of the energy system and supporting the development of renewable energy in Romania.
