A complex exercise to restore the National Power System (SEN), conducted in the Dobrogea area, was successfully carried out under the coordination of the National Power Dispatcher (DEN) and with the involvement of several SEN entities in the region, confirming the system’s response and restoration capacity in the event of a failure.
The exercise aimed to test the operational procedures for restoring the SEN, the operational coordination mechanisms and the cooperation between the entities with responsibilities in the operation of the National Power System. Electricity producers were involved in its implementation, namely Rompetrol Energy and the National Company Nuclearelectrica SA, the Transport and System Operator Transelectrica SA, which ensured operational coordination, and the Distribution Operator Rețele Electrice România. The exercise also benefited from the support of the Special Telecommunications Service, which ensured the communications support necessary for the operational activities.
The results of the exercise confirm the National Power System’s ability to respond effectively to emergency situations and to restore the electricity supply in safe conditions, by applying restoration procedures and through close cooperation between all entities in the NES.
The exercise scenario allowed for the verification of the stages of restoring the electricity supply, the functioning of the command and control mechanisms and the capacity for real-time cooperation between all entities involved. Thus, its success validates the efficiency of the operational procedures, contributing to strengthening the resilience of the National Power System.
At the same time, the exercise shows, once again, the high level of training and professionalism of experts in the energy sector, as well as the good operational coordination ensured by the National Power Dispatcher. The competence of specialists, high-class expertise and exemplary institutional collaboration are elements that define the National Power System and strengthen its capacity to successfully manage special situations in operation.
By periodically organizing such exercises, restoration procedures are validated, inter-institutional cooperation mechanisms are strengthened and a high level of operational readiness is maintained, so that the National Power System can respond quickly and efficiently in the event of a breakdown and ensure the continuity of the electricity supply in safe conditions.
In accordance with European regulations, as a member of the European interconnection network, based on European Regulation no. 2196/2017 on the network code for emergency situations and restoration, and national regulations, the National Electricity Transmission Company Transelectrica SA, as transmission and system operator, is obliged to annually test some of the measures provided for in the Defense Plan and the Restoration Plan.
The defense and restoration of the National Power System are essential activities, which allow the management of emergency situations and the return of the system to normal operating conditions.
In a regional context where energy security is becoming increasingly important, this type of exercise contributes to strengthening rapid response capacity, improving cross-border cooperation in South-Eastern Europe, as well as increasing the resilience of the National Power System.
