OX2 has sold a 77 MW wind farm in Romania, at the ready-to-build stage, to Scatec ASA (Scatec), one of the leading Norwegian providers of renewable energy solutions. Thus, the company concludes another successful transaction in Romania. The project benefits from a long-term Contract for Difference (CfD) with the Romanian state.
OX2 is responsible for the entire construction phase of the project, which is scheduled to start in the third quarter of this year. Commissioning is planned for the second half of 2028. The Urleasca wind farm, located in southeastern Romania, will have 11 state-of-the-art Nordex N175/6.X MW turbines. The project benefits from grid access based on a connection agreement concluded with Transelectrica.
In 2025, OX2 obtained a 15-year Contract for Difference (CfD) with the Romanian state, for an installed capacity of 43 MW related to the Urleasca project, at an average price of EUR 71.3/MWh.
“This transaction reflects the maturity of our portfolio in Romania and our ability to create value throughout the entire project lifecycle – development, contracting equipment and works, securing future revenues through CfD and construction. The agreement with Scatec confirms the trust that international investors place in the projects developed by OX2. Romania remains a strategic market for us and we are committed to delivering projects that support the country’s energy transition and that create long-term value for our partners and local communities,” said Lăcrămioara Diaconu-Pințea, Country Manager OX2 Romania.
Once operational, the wind farm will generate approximately 244 GWh of electricity annually, covering the annual consumption of 71,000 households and contributing to a reduction of approximately 101,000 tons of CO₂ per year, in the context of the current electricity production scheme in Romania.
“We are pleased to announce our third transaction in Romania, this time together with Scatec, which demonstrates the dynamics of the renewable energy market. OX2 continues to grow steadily in Romania, where we have a development and construction portfolio of 1.5 GW. This project reflects our commitment to providing viable renewable energy solutions,” said Matthias Taft, CEO of OX2.
OX2 entered the Romanian market in 2021 and has doubled its project portfolio year on year. Onshore wind energy is the main technology, complemented by photovoltaic projects and battery energy storage systems (BESS). Three wind projects, with a total capacity of approximately 300 MW, are currently under construction or are about to enter the construction phase. Other onshore wind, BESS and photovoltaic projects – of 1.2 GW – are in various stages of development.
OX2 covers all stages of a project’s life cycle: land identification and securing, obtaining permits, development, financing, power purchase agreements (PPAs and CfDs), construction, asset management and subsequent capitalization. The company applies its integrated development model in Romania.
