The Ministry of Energy launched the largest tender so far to support the production of electricity from renewable sources, through the Contracts for Difference (CfD) scheme. Romania is the first European country to obtain non-reimbursable European funds from the Modernization Fund to support this scheme — EUR 3 billion from the EU, the Ministry of Energy announced.
“We are now making available to investors a total capacity of 3,472 MW, of which 2,000 MW for onshore wind projects and 1,472 MW for photovoltaic projects. This is equivalent to 5 reactors from Cernavodă and confirms that during this mandate we have managed to implement the largest development program of the Romanian energy sector since 1989.
”The first CfD tender, organized last year, was a great success, because the bid prices were very competitive. 21 companies have won contracts to develop production capacities totaling 1,096 MW in wind and 432 MW in photovoltaic. The largest wind project, of 245 MW, will be carried out by Radramo Power, and the largest photovoltaic park, of 125 MW, by Heliowin, part of the Israeli group Econergy. Both are scheduled to come into operation in January 2028,” says Energy Minister Sebastian Burduja.
The new auction comes with important improvements: the elimination of the 25% cap on the maximum capacity granted per applicant. The maximum strike prices are set at 80 euros/MWh for wind and 73 euros/MWh for photovoltaic, and the marginal bid threshold is now 120%, to allow the participation of large projects, without the risk of exclusion. Greater competition will ensure very good prices — so more clean energy, lower bills.
“These investments are Romania’s chance to build trust and give signals of stability. Each new MW produced means prospects for well-paid jobs, the development of local communities and a more competitive economic environment, plus lower energy prices for all Romanians. These are investments that show the confidence of foreign and local investors that Romania is and must remain a predictable country,” says Burduja.
