ADR Vest will manage funds of over 2 billion euros in the period 2021-2017, which it will direct to a series of objectives such as the energy rehabilitation of public and residential buildings, ecological transport or the digitization of public institutions.

“We hope to attract the private sector to submit projects on the innovation component as well”, said Georgiana Radac, Director of the General Directorate at the ADR Vest Management Authority. The institution has a budget of 59 million euros for research, development and innovation, at the conference “Digitalization and energy efficiency – Timișoara”, organized by Energynomics.

Between 1999 and 2006, ADR Vest managed funds of 0.1 billion euros, an amount that increased to 0.6 billion euros between 2007 and 2013. Between 2014 and 2020, the value of these funds increased to 1.2 billion euros.

150 million euros will be available for the SME competitiveness, and the main objective of the institution is to improve the productivity and competitiveness of small and medium-sized companies. “What we want to do differently is that we will focus on increasing the productivity and competitiveness of companies and not necessarily on increasing jobs”, added Radac.

On the digitization side of public services, ADR Vest intends to create an integrated project at the regional level, a platform that it will provide to all local public authorities and which will be connected with the systems already existing at the level of each public authority. “Digitalization must be seen from the perspective of the relationship with citizens and the business environment. We are not looking for a digitization of the internal services of the authorities, but in the relationship with the outside,” said Radac.

On the smart city component, ADR Vest will only finance pilot projects that generate smart city solutions.

At the same time, the budget for the energy efficiency of buildings is 157 million euros and aims to reduce by at least 40% the energy consumption of residential buildings, as well as to reduce carbon dioxide emissions by a similar percentage. In the case of public buildings, energy consumption must be reduced by 60%.

The institution’s objective is to make 10,000 homes and 50 public buildings energy efficient at the end of the financing period.
