SMR Doicești: Implementation stage of the first NuScale VOYGR modular reactor is next

    Following the investment decision taken by the Government – ​​the main shareholder of SN Nuclearelectric and RoPower Nuclear, the implementation stage follows, through the development of a first modular reactor.

    The project is based on NuScale VOYGR technology, with an installed capacity of 6 modules x 77 MWe, and will be located on the site of a former coal-fired power plant, capitalizing on the existing infrastructure and directly contributing to the just transition.

    The project calendar shows advanced steps: completion of the feasibility study in December 2025, submission of ISAR Rev.0 to the national regulatory authority, conduct of environmental studies, as well as the IAEA SEED mission on the site assessment.

    “RoPower Nuclear announces the adoption of the Final Investment Decision (FID), a decision that was taken including at the RoPower Nuclear General Meeting of Shareholders, on 13.02.2026, in line with the approval of the Nuclearelectrica General Meeting of Shareholders on 12.02.2026, for the Doicești small modular reactors (SMR) project, following the completion of the technical-economic evaluation mandate carried out in accordance with the provisions of GD 907/2016”, the company claims.

    The developed Feasibility Study substantiated an objective, rigorous and responsible analysis, providing the necessary basis for adopting a correct decision on the continuation of the project. The analyses carried out by Romanian and international professionals led to the formulation of clear conditions to ensure appropriate control of all potential risks associated with a project of this magnitude. These conditions are strictly correlated with national and international authorization requirements and guarantee the maintenance of the highest nuclear safety standards.

The adoption of the Final Investment Decision confirms that the project is ready to enter a new stage. Being the first SMR project developed in Europe, we assume both the specific challenges of a First of a Kind project, as well as the opportunity to develop this expertise in the region.     The Doicești SMR project, based on NuScale VOYGR technology, is located on the site of a former coal-fired power plant and contributes to the just transition, the decarbonization of the energy system and the strengthening of Romania’s energy security, in strategic partnership with the United States of America.

    The adoption of the FID marks the transition to the implementation phase.

    The Doicești SMR project has positive social and economic effects: avoidance of approximately 4 million tons of CO₂/year, flexibility for integration into small-scale networks, scalability potential (1–6–12 modules) and development of the supply chain and skills, including by exploring a regional training and production hub, according to the company.
