Rezolv will launch the first phase of the Vifor wind farm (192 MW) in Buzău next month—part of a larger, 461 MW project—according to an invitation sent to the press.
In Romania, Rezolv Energy’s portfolio exceeds 2 GW of onshore wind and solar projects, grouped into three large-scale developments.
“The next major milestone will occur in about three months, when we commission the first phase of the Vifor wind farm in Buzău County. We are also advancing to the construction stage with the other two projects in Romania, which are even larger: the 600 MW Dunărea East & West wind farms in Constanța County and the 1,044 MW Dama Solar project in Arad County—which will become the largest solar park in Europe once operational,” says Alastair Hammond, CEO of Rezolv Energy, in an exclusive interview with Energynomics.
”Our initial priority for 2026 was commissioning the first project from Rezolv’s 2.3 GW Southeast European portfolio: the 225 MW St. George solar park in Silistra, Bulgaria, located in the country’s northeast, right on the border with Romania. The project was officially inaugurated in early May. It marked a significant milestone for Rezolv, signaling our transition from developers and constructors to long-term operators of critical clean energy infrastructure.
Built on the site of the former Silistra airport, the project demonstrates how large-scale renewable energy projects can generate both environmental and economic value by repurposing underutilized land. The investment amounts to approximately $300 million and was executed at an accelerated pace, reaching full operational status less than three years after the development rights were acquired. The project will generate approximately 313 GWh of electricity annually, contributing significantly to Bulgaria’s energy security and decarbonization goals.
St. George also includes a 90 MW / 240 MWh battery energy storage system, supported by the European Union’s NextGenerationEU program. Energy storage is becoming increasingly important as installed renewable capacity grows, contributing to grid flexibility and the use of clean energy during periods of high demand.

VIFOR is one of the largest onshore wind projects in Europe. The first phase will install 192 MW via 30 high-capacity turbines and will include the first new 400 kV substation built in Romania in recent years. Construction of Phase 2, which will add another 269 MW, is already well underway, with commissioning expected by the middle of next year.
We are also moving into the construction phase with our other two projects in Romania, which are even larger: the 600 MW Dunărea East & West wind farms in Constanța County and the 1,044 MW Dama Solar project in Arad County—which will become the largest solar park in Europe once operational. We are currently working on major financing and procurement processes for both projects. Commercial operation is projected for 2028.
Energy storage will also play an increasingly important role across our entire Romanian portfolio. Our intention is to ultimately integrate battery storage systems into all our projects, just as we have already done at St. George. Notably, Dama Solar is expected to host one of the largest energy storage systems in Romania,” stated Alastair Hammond, CEO of Rezolv Energy.
Rezolv’s 2.3 GW portfolio will require total investments of approximately 2.3 billion euro and will generate over 1,200 direct jobs. The majority of this investment will be made in Romania.
