Rezolv Energy, supported by the Actis investment fund through its subsidiary First Look Solutions, announces additional investments worth up to 331 million euros to support the construction of the second phase (269 MW) of the Vifor wind farm, located in Buzău County. This stage will allow the project to operate at its maximum capacity – 461 MW, the company announced.

According to a separate press release from the EBRD, the institution will provide part of the loan made through a banking syndicate, namely 44 million euro.

“The expansion marks a significant milestone as the first EBRD-financed project to benefit from a contract-for-difference (CfD) awarded under Romania’s inaugural CfD auction. The CfD scheme, which aims to mobilise 5 GW of wind and solar capacity, was designed and implemented with technical assistance from the EBRD. The first auction round concluded successfully in December 2024, awarding 1.5 GW of renewable capacity (1 GW wind and 0.5 GW solar). The Vifor extension was awarded a 240 MW CfD contract through this auction,” EBRD officials said.

The financing for the second phase is largely supported by the same consortium of lending institutions that supported the initial phase, including Erste Group, UniCredit Group, the European Bank for Reconstruction and Development (EBRD), the International Finance Corporation (IFC), Intesa Sanpaolo Group and OTP Bank, joined by Raiffeisenlandesbank Niederösterreich-Wien.

The second phase of the project follows the first phase, which is already under construction. The first phase involves the installation of 30 turbines, each with a capacity of 6.4 MW, totaling 192 MW and is expected to be completed in spring 2026. The second phase, scheduled to be operational starting in the fourth quarter of 2027, will add another 42 turbines, increasing the total capacity of the project to 461 MW – enough to supply electricity to over 700,000 households.

When fully operational, Vifor will become the largest wind farm built in Romania in the last 10 years and one of the largest onshore wind farms in Europe.

In the loan approval process, financial institutions appreciated Rezolv’s commitment to sustainability, demonstrated by adopting the highest international standards, including the IFC Performance Standards, the Equator Principles and the EBRD Performance Requirements.

Beyond the environmental benefits, the Vifor project generates hundreds of local jobs, supports the economic development of the area and contributes to community initiatives in Buzau County, with the aim of leaving a positive and lasting legacy for local communities.

“We are delighted to have secured this significant additional funding from a group of trusted international financial partners. With the completion of Phase 1, scheduled for spring 2026, this financial support allows us to move seamlessly into Phase 2 and bring the project to full capacity,” said Alastair Hammond, CEO of Rezolv Energy.

“With the first phase of the Vifor project already well under construction, it is great to see such great progress in Phase 2. This second phase will add a significant dimension to the Vifor project and transform it into one of the largest onshore wind farms in Europe. Vifor is a key pillar of Rezolv Energy’s plan to deliver clean energy for Europe,” added Jaroslava Korpanec, Actis Partner and Head of Central and Eastern Europe – Energy Infrastructure.

Founded in 2022 with the support of Actis, one of the leading global investors in sustainable infrastructure, Rezolv manages a portfolio of 2.3 GW of solar and wind projects in the region. In addition to the Vifor project, Rezolv’s portfolio includes Dama Solar – a 1,044 MW project in western Romania, which will become the largest solar power plant in Europe, Dunărea East & West – 600 MW wind projects in Constanța County and St. George – a 225 MW solar park under construction in northeastern Bulgaria.
