REI: Budgets of 3 billion euros for PVs and energy efficiency

Companies and local public authorities in Romania are still interested in ensuring as much independence as possible from energy suppliers by installing photovoltaic installations. If last year these entities were mainly interested in solar panels on the roof, this year they are looking to mount photovoltaic panels on the ground.

“There is a great effervescence in the photovoltaic area. If last year the town halls were interested in installing many solar panels on the roof, now they want a lot on the ground, to ensure 100% self-consumption”, said Roxana Mircea, Managing Partner at REI Finance Advisors, a company in the REI group.

In the next period, 1.5 billion euros will be available through the Modernization Fund for the installation of photovoltaic installations. 500 million euros each will be allocated to ensure the self-consumption of factories, companies and public authorities.

In the case of the program intended for town halls and local or county councils, the cost standard is 750,000 euros per MWh, but at the market level this level varies between 900,000 euros and one million euros for photovoltaic installations on the ground.

“From what we see, the town halls are willing to assume this co-financing. Starting from consumption, we see how much we can install. For 1 MW installed, 1.2-1.5 hectares of land is needed. The legislation is now simpler”, said Mircea, at the “Smart Cities” conference, organized by Energynomics.

In the case of solar energy, the cost standard of 750,000 euros/MW is for installed capacities up to and including 1MW. For capacities greater than 1 MW, the cost drops to 425,000 euros.

At the same time, for the energy efficiency projects carried out through the AFM program, the total budget amounts to 1.4 billion euros, and the financing is granted in a maximum percentage of 100% of the eligible expenses of an investment objective.
