Private capital accounts for nearly 78% of the value of investments in power plants and wind projects tracked in Romania, according to Victa data cited by Construct Intelligence. Over the past 12 months, 2,234 energy and electricity projects have been identified, with a total estimated value of 140.74 billion lei. Of these, privately financed projects total 108.34 billion lei. The data includes power plant projects, wind farms, photovoltaic installations, biomass power plants, and emerging projects, including green hydrogen. Most private investments are located in the counties of Dolj, Constanța, and Bihor, according to the cited source.

Most projects are in the preliminary stages

The breakdown by stage shows that a significant portion of the projects is still in the pre-construction phase. Of the total 2,234 energy and electrical projects monitored, 1,173 are in the permitting phase, 194 in the design phase, 334 in the pre-construction phase, 326 under construction, 42 in the commissioning phase, and 155 completed.

The data indicates a significant gap between the size of the pipeline and the number of completed projects. The largest category remains that of projects in the permitting phase, followed by projects in the pre-construction phase and those already under construction.

According to Construct Intelligence, energy and electrical projects represent the largest segment within the utilities category monitored in Romania. Over the past 12 months, the utilities sector has included 5,016 projects, with an estimated value of 237.11 billion lei.

Within this total, the energy sector accounts for nearly half of the projects. The data confirms the high share of energy investments in the construction and infrastructure activity monitored at the national level.
