Oana Ozmen: First legislative project regarding the regulation of green hydrogen, in Parliament

The first draft law intended for hydrogen projects was submitted today, February 15, in the Romanian Parliament, attesting to the importance of this energy vector in the decarbonization process and the achievement of the country’s energy independence, PNL MP Oana Marciana Ozmen announced in a press release.

“Overcoming dependence on fossil fuels requires achieving a balanced energy mix, in which the use of hydrogen takes on proportions. In order to encourage the industry in the energy transition, as the Rapporteur of the Working Group on Hydrogen in the Commission for Industries and Services of the Chamber of Deputies, I advanced for debate and adoption the project on the integration of hydrogen from renewable sources and with low carbon emissions in the industry sectors and transport”, said Oana Ozmen.

“As the initiator of the project and supporter of the development of the energy industry, I believe that the promotion of hydrogen-based applications, covering the entire value chain, is a necessity. In order to go from desire to reality, from idea to plan, I developed this project together with my colleagues from the Commission for the benefit of the industry and in the spirit of the country’s economic development. There is a long list of needs in the field of public policies, economics and technological requirements in order to develop a sustainable, hydrogen-based framework. Through the proposed initiative, we appreciate that the first step has been fulfilled, thus facilitating the outline of a larger, robust framework in terms of sustainability and energy security.”

The project was submitted as a result of a year-long consultation of all experts from the academic, private and non-governmental environment, in collaboration with experts from the Ministry of Energy and other institutions with attributions in this field, such as ANRE.

This draft law is coordinated with the National Hydrogen Strategy currently being developed, as well as with the European strategies for the development of hydrogen and Repower EU, which foresees a consumption of 20 MT of green hydrogen in Europe in 2030.

The priority of the project is to promote green hydrogen, thus increasing the energy production capacity in the country and strengthening Romania’s energy security. At the same time, Romania enjoys access to both low-carbon energy from nuclear sources and natural gas resources.

“As proof of the good collaboration between the Working Group on Hydrogen established at the level of the Commission for Industries and Services, at my proposal – supported by the President of the Commission for Industries and Services, Mr. Bende Sandor, and the Minister of Energy, Mr. Virgil Popescu – I initiated this bill supported by the 18 deputies, members of the Commission, representatives of PNL, PSD, UDMR and from the opposition.

“It is a team effort, proof of the excellent institutional collaboration that involved tens of hours of work with a worthy result. The project aims to achieve the targets established by the PNRR regarding the regulation of the hydrogen market in Romania”, added the PNL deputy.
