Ministry of Energy will carry out control activities and apply sanctions to economic operators

Ministry of Energy will carry out operational control activities and will apply sanctions to economic operators, according to the applicable legislation in the fields of competence, in order to ensure compliance with legal provisions, according to a Government Decision amending and supplementing GD no. 361/2021 on the organization and functioning of the Ministry of Energy, published in the Official Gazette.

The maximum number of positions approved for the Ministry of Energy’s own apparatus is of 332 positions financed from the state budget, excluding dignitaries and positions related to dignitaries’ offices. The Minister of Energy is assisted in his activity by 5 state secretaries, by the general secretary and by two deputy general secretaries, appointed and released by decision of the prime minister, it is also shown in the document published in the Official Gazette, according to financialintelligence.ro.

According to the document, the Ministry of Energy will also act as coordinator of reforms and investments, responsible for implementing reforms and investments related to the energy component of Romania’s National Recovery and Resilience Plan, in accordance with GEO 124/2021 on establishing the framework institutional and financial for the management of European funds allocated by Romania through the Recovery and Resilience Mechanism, as well as for amending and supplementing GEO 155/2020 on some measures for the elaboration of the National Recovery and Resilience Plan necessary for Romania to access reimbursable and non-reimbursable funds under the Mechanism recovery and resilience.

The Ministry of Energy will be the competent authority for the management and operation of the mechanism for the transitional free allocation of greenhouse gas emission allowances to electricity producers, as provided for in Article 10c of Directive 2003/87/EC of the European Parliament and of the Council of 13 October 2003 for establishing a system for the trading of greenhouse gas emission allowances within the Union and amending Council Directive 96/61 / EC.

The Ministry of Energy will also be the national authority for the implementation and management of the Modernization Fund.
