Romania is prepared to strengthen its role as a logistical, economic, and strategic hub for the reconstruction of Ukraine, and Romanian companies possess the expertise, determination, and geographical proximity necessary to be at the forefront of these future construction efforts, stated the Prime Minister on Thursday—a message conveyed by State Counselor Luminița Odobescu.
“The reconstruction of Ukraine is one of the priorities on the Romanian Government’s agenda, as noted in the current governing program. In this context, the reconstruction of Ukraine must follow this paradigm: close bilateral cooperation—both at the governmental level between authorities in Bucharest and Kyiv, and across other sectors, with active involvement from the business community, civil society, academia, and our significant local communities; regional coordination, including the integration of the Republic of Moldova into projects aimed at enhancing regional connectivity (…); cooperation with international partners interested in participating in this process; and the positioning of Romania as a regional hub for the reconstruction effort,” reads the message, which was delivered at an event dedicated to the reconstruction of Ukraine.
The Prime Minister emphasized that for more than four and a half years, Ukraine has been fighting not only for its own sovereignty and territorial integrity but also for the “fundamental values that define the free world: democracy, the rule of law, and the right of nations to determine their own future.” “Throughout this period, Romania’s response has been clear, strategic, and rooted in unwavering solidarity and concrete support—both bilaterally and within multilateral frameworks. From the very onset of the Russian aggression, Romania recognized that Ukraine’s security is inseparable from our own security and from the stability of the entire eastern flank of NATO and the European Union. Romania opened its borders to Ukrainian refugees; when traditional routes via the Black Sea were blocked, Romania served as a logistical lifeline—notably through the modernization of the Port of Constanța (the port of Giurgiulești was also mentioned in this context). By upgrading the Danube ports, we aimed to optimize port infrastructure, as well as road and rail networks and freight traffic. This included opening new border crossing points, ensuring efficient traffic flow along the Sulina Canal, and—in collaboration with the Ukrainian side—developing a Master Plan for Road Connectivity,” stated Niculescu, according to Agerpres.
He emphasized that, through all these measures, Romania sought to support Ukraine and maintain a vital flow of its trade to global markets. “A concrete example of the potential for cooperation between Romania and Ukraine is the inauguration, on October 8, of the new bridge over the Tisza River—a tangible symbol of what we can achieve together. Furthermore, Romania has contributed to Ukraine’s energy security. Romanian companies have established themselves as reliable partners in the construction, agriculture, transport, and technology sectors. On the political and diplomatic front, Bucharest has firmly and unconditionally supported Ukraine’s European and Euro-Atlantic path, actively advocating for the opening of accession negotiations with the European Union,” he stated.
The Prime Minister noted that, in March 2026, Romania and Ukraine decided to elevate their bilateral relations to the level of a strategic partnership, which entails advancing bilateral cooperation across all areas—including the critical, vital domain of Ukraine’s post-conflict reconstruction. “The reconstruction of Ukraine is not merely an effort to repair what has been destroyed; it is also a historic opportunity to modernize, innovate, and support Ukraine’s integration into the European Single Market. This ambition cannot be realized by any single state or institution alone. It requires an unprecedented synergy among nations, financial institutions, development banks, and, above all, the private sector. Romania—and the Romanian Government—is prepared to strengthen its role as a logistical, economic, and strategic hub for the reconstruction of Ukraine. Romanian companies possess the expertise, determination, and geographical proximity needed to be at the forefront of these construction efforts for the future. As I have stated, the Romanian Government will work alongside you and support all endeavors within this extensive process,” the message further reads.
