The Government discussed three memoranda in its meeting on Thursday aimed at unblocking recruitment procedures and filling 402 positions within the three major state-owned energy companies: Transgaz, Transelectrica and Hidroelectrica. The measure is justified by the Government by the need to ensure the safe operation of the National Energy System and critical electricity and natural gas transmission infrastructures. According to the regulations in force (OGO 89/2025), state-owned companies could no longer fill vacant positions at the end of 2025 without prior approval from the Executive through a memorandum.

The total financial impact on the salary budgets of the three companies is approximately 29.9 million lei in 2026. All necessary funds are fully covered by the targeted companies’ own revenues, without requesting allocations from the state budget.

In the case of Transgaz SA, the approved memorandum provides for the filling of 148 vacant positions reported as of December 31, 2025, out of the total of 5,261 positions approved in the organizational structure. The measure involves an increase of 9.5 million lei in salary expenses.

For Transelectrica SA, the sole electricity transmission and system operator in Romania, the Government approves the filling of 124 vacant positions existing at the end of 2025. The filling of these positions will be done in stages, implying an increase in salary expenses of 12.3 million lei.

The memorandum regarding Hidroelectrica, the largest energy producer in the country, targets 130 positions, of which 100 are vacant. The amount allocated for the increase in related salary expenses is 6 million lei.
