EUCF – Free assistance for local authorities interested in sustainable energy investments

The Alba Local Energy Agency – ALEA is launching a new Call (6) of the European City Facility (EUCF) in Romania. The programme provides expertise and simplified financial support of up to €60,000 to build capacity and assist local communities of all sizes to develop sustainable energy investment concepts in order to mobilise the necessary funding. The EUCF supports small and medium-sized municipalities by addressing some of the barriers they face, such as limited human and financial resources, lack of experience or expertise in developing sustainable energy investment concepts.

Investment Concepts, in addition to other studies and analyses, are considered extremely useful in identifying necessary projects, as they represent a first step towards a consistent financial plan.

The 6th Call for Applications under the EUCF is open from 15 January to 15 March 2024 and the total budget is 4.5 million euros for 75 investment concepts, of which 30 are earmarked for municipalities in the Central and Eastern European Region (1.8 million euros).

The application process is simple, transparent and conducted in Romanian, which facilitates the participation of local authorities in the call for proposals. During the application process, local authorities benefit from the assistance provided by ALEA, which has assumed the role of both national expert and National Hub for the EUCF programme in Romania. Local authorities and associations of administrative-territorial units are encouraged to submit joint applications thus maximising energy savings and investments by aggregating projects.

After the two-month application period, evaluators will assess proposals on the basis of quantitative (energy savings and anticipated investment) and qualitative criteria, as well as other aspects related to stakeholder involvement, governance structure, etc.

Successful applicants will have the opportunity to strengthen their capacity to develop sustainable energy investment concepts and will receive financial support of up to 60,000 euros. Funding sources for the implementation of these strategies may subsequently come from the private sector or from other public funding sources, both national and European.
