Electro-Alfa International has started work on the CET 2 Holboca photovoltaic park in Iași, a project worth 34.6 million lei, excluding VAT, which will convert part of the former coal storage site of CET 2 Holboca into a renewable energy production unit. The project points to a relevant direction for the Romanian energy market: the reconversion of industrial sites into new generation capacity, with integrated construction works, electrical equipment, grid connection, monitoring and control.
The plant will have an installed capacity of around 9.8 MWp and will include more than 13,000 photovoltaic panels of 750 Wp. Estimated average output is 9,849 MWh per year, while the project will cover approximately 75,000 square metres. For the energy sector, the project is relevant not only through its installed capacity, but also through the type of intervention: the use of a site with an industrial history for green energy production, in a major city, with existing energy infrastructure nearby.
Industrial reconversion and integrated execution

The CET 2 Holboca photovoltaic park will be built by Electro-Alfa International, through its Green Energy Business Division, as project leader, in association with CRC Energy, under the execution contract signed with Iași City Hall. The project is scheduled for completion within the next nine months.
The technical structure includes high-efficiency photovoltaic panels, on-grid inverters, protection, control and metering equipment, three transformer stations, works in the high-voltage station for connection to the electricity grid, SCADA systems and the auxiliary infrastructure required for the safe operation of the installation. The configuration shows that photovoltaic projects of this size are increasingly becoming complex energy-integration works, not simple panel installation projects.
A project in an expanding EPC portfolio
Ștefan Petrea, CEO of Electro-Alfa International, links the project to the development of the company’s EPC segment. “Electro-Alfa International’s EPC services, provided through three dedicated operational divisions, Green Energy, Contracting and International Tenders, represent an important and continuously evolving business segment,” he says.
According to him, every new contracting project and every photovoltaic park brings the company “closer to a cleaner, greener, better energy future for people”. The company intends to continue developing this business segment, described in the press release as one of the diversification pillars assumed for the long-term stability of Electro-Alfa International.
Electro-Alfa International’s Green Energy Business Division provides integrated EPC solutions for photovoltaic parks, from development, design and construction to operation and maintenance. The company says the division’s portfolio includes projects delivered for both private and public partners, while it currently has five photovoltaic parks under execution, in Bucharest and in Alba, Bihor, Hunedoara and Iași counties.
The Iași project follows Electro-Alfa International’s listing on the Bucharest Stock Exchange on 3 March 2026, under the EAI ticker. The company completed an initial public offering worth 544.3 million lei in February 2026, while the press release indicates a market capitalisation of more than 3 billion lei, almost 580 million euros, 82% higher than the company’s valuation at the time of the IPO.
