Following the legislative changes, both at national and European level, Distribuție Energie Electrică Romania – DEER, a member company of the Electrica Group, meets the needs of its customers with the necessary information for electricity prosumers in its concession area, in order to connect to the network.
More and more customers – households, but also companies – want to become producers and, at the same time, consumers of energy. More than 16,000 prosumers are currently connected to the company’s distribution networks, which represents less than 1% of the total number of users of DEER networks. However, the rate of increase in the number of connection requests is impressive. If this pace is maintained, the percentage of prosumers in the total number of users could exceed 5%.
DEER supports customers/consumers of electricity who want to become Prosumers with an interactive Guide “How to become a Prosumer?”, which includes useful information and the presentation of the steps to be taken in this process.

“By going through this interactive and complete Guide, those interested find out what are the steps to follow, what documents are needed, who they need to contact to become Prosumers. The interest of our customers/consumers of electricity to become Prosumers is ever greater and we thus support them by providing them with the necessary information and documents to go through all the stages as quickly and successfully as possible,” says Mihaelea Rodica Suciu, general manager of DEER.
DEER recommends that all those who wish to become prosumers follow the steps outlined in the Guide. First of all, to contact an authorized natural person or a company certified by ANRE for consultation, documentation, information, design and execution (for the installation of energy production equipment from renewable sources).
After the installation of the installations is completed, it is necessary to submit some documents to DEER, such as the Earth Plug Verification Bulletin, the Verbal Process of Reception or the Notification. All documents and information can be found in the Guide dedicated to Prosumers, with links to the documents that must be completed.
There is a trial period for the energy production facilities, after which the Minutes of receipt of the commissioning of these facilities and, as the case may be, of the energy storage facility must be submitted. To save its customers time, DEER recommends that all correspondence be done online.
After verification of submitted documents (by mail or online) and payment of the connection certificate update fee, DEER will issue the Connection Certificate.
The legislative solution by which an energy consumer or a prosumer has the possibility to procure his meter based on the technical specifications made available by the electricity distribution operator can be an alternative, but difficult to manage from the perspective of the technical and interoperability conditions of these equipment. Also, DEER has published the necessary information for connecting prosumers to the network, which contain the latest legislative provisions.
