Minister Sebastian Burduja presents the balance sheet of his mandate in a new report, prepared on the completion of two years in office. The report mentions the connection to the grid of 1,800 MW of new capacities, as well as the attraction of 14 billion euros through non-reimbursable financing.
“We have attracted EUR 14 billion in non-repayable funds for production, storage, networks, all components of the national energy system. These funds have mobilized private financing of even more. EUR 30 billion for Romania’s energy today and especially tomorrow. It is the only way to be our own masters, with secure energy and lower bills.
A restart was needed. And this restart came.
In 2 years as in 10. In 2024 we connected 1,251 MW to the National Energy System, more than between 2016 and 2023 combined. And this year, by May 31, 2025, another 594 MW are producing energy and delivering it to the network. In total over 1,800 MW, as in almost a decade”, claims the Minister of Energy.
“Beyond the hundreds of pages of activity reports, where you will be able to see in detail what we have done, below are the TOP 10 achievements in these two years of mandate:
- Adoption of the Romanian Energy Strategy 2025–2035–2050, after 17 years.
- Attracting 14 billion euros in non-reimbursable funds for unprecedented investments in the national energy system.
- Signing the 3.2 billion euros contract for the construction of Units 3 and 4 Cernavoda, an estimated completion date of 2031-2032.
- Over 1800 new MW connected to the system, as much as in almost a decade before.
- Bills kept under control, by capping energy prices – Romania maintained the top 5 lowest energy prices in the EU. After July 1, we continue with support for vulnerable consumers. No one will be left behind!
- Completion of Hidroelectrica listing – the world’s biggest stock market success in 2023.
- Start of drilling at Neptun Deep, which will bring over 20 billion euros to the budget and double Romanian gas production. Romania has already become the most important natural gas producer in the EU.
- Adoption of the offshore wind law – Romania is the first Black Sea country with legislation in this area.
- Unblocking of large investments in hydropower plants started before 1989 and completion, after 10 years, of the Rovinari V Group – 330 MW of energy in the band. No coal-fired group has been closed.
- Start of the modernization of the Bucharest CHPs – 361 million euros of non-reimbursable financing,” the report states.
NRRP – main investments
With regard to financing from PNRR, within Component 16 – Investment 2 – New capacities for the production of electricity from renewable sources, a number of 262 projects with a total installed capacity of over 1650MW are being implemented, summing up a total of state aid of over 395 million euros.
Of these, 208 projects, with a total installed power of over 740 MW and a value of 201 million euros are completed, and another 22, with a total installed power of over 270 MW are in an advanced stage of technical implementation.
Transfer requests worth over 80 million euros have already been settled or are in the process of being verified.
Within Component 6 – Investment 2 – Green hydrogen production capacities for electricity storage and industrial decarbonization, 6 projects with a total capacity of 52.6 MW H2Out are being implemented, for which the value of state aid amounts to over 97.6 million euros and which are in various stages of implementation.
Within Component 6 – Investment 3 – Development of flexible and highly efficient gas-fired production capacities for cogeneration of electricity and heat (CHP) in the district heating sector, in order to achieve deep decarbonization, 2 projects are being implemented, for which the value of state aid amounts to over 144 million euros and which are in various stages of implementation, with transfer requests worth over 30 million euros already being reimbursed.
The financing granted under Investment 4 Industrial chain for production and/or assembly and/or recycling of batteries, photovoltaic cells and panels (including auxiliary equipment) and new electricity storage capacities aims to increase the flexibility of the electricity grid and contribute to the integration of additional energy production capacities from renewable sources through three sub-measures: 4.1 – Supporting investments in the entire battery value chain (production and/or assembly and recycling), within which 5 financing contracts were signed, with a state aid value of over 132 million euros, for projects with a total capacity of over 3.5 GW, 4.2 – Supporting investments in the entire value chain of photovoltaic cells and panels (production and/or assembly and recycling), within which 2 financing contracts were signed, with a state aid value of over 36 million euros and a total capacity of 1,640 MW and 4.3 – Supporting investments in the development of electricity storage capacities (batteries), within which 11 financing contracts were signed, with a state aid value of over 78 million euros and a total newly installed operational capacity of electricity of over 1,540 MWh.
For 2025, approximately 86% of the Ministry of Energy budget is directed towards investments from the Modernization Fund and the PNRR, reflecting the firm commitment to a sustainable, efficient and competitive energy transition.
