The National Energy Regulatory Authority (ANRE) has approved the Order on the Methodological Norms for the exemption from payment of regulated tariffs applied to electricity stored and subsequently fed-in to the grid. The regulation provides for the exemption from payment of transmission tariffs (extraction component), distribution and system services for electricity stored and fed-in to the grid; exemption from payment of green certificates; introduction of clear reporting obligations for stored energy quantities by grid operators; implementation of a unified procedure, applicable to both concessionaire and non-concessionaire operators.

According to a press release from ANRE, the main purpose of this regulation is to eliminate double taxation of stored energy, a significant obstacle to the development of storage technologies – essential for balancing the energy system and integrating production from renewable sources.

“We cannot build a balanced and resilient energy system with rules that penalize innovation. Through this regulation, we send a clear signal to investors: Romania supports energy storage, not only as a technological option, but as a pillar of the energy transition,” said ANRE President George Niculescu.

“The exemption applies strictly to energy stored and reintroduced into the grid. For the storage facility’s own consumption, including technological losses, grid tariffs remain applicable,” ANRE emphasizes.

According to the cited source, the regulation is aligned with European best practices and ACER recommendations, which encourage differentiated tariff treatments and incentives for grid flexibility. Romania thus joins the group of states that actively support investments in storage through modern tariff policies.

The ANRE order follows the amendments brought by GEO no. 134/2024 and contributes to the creation of a coherent and predictable legislative framework for the development of the energy sector.
