Commissioners from the National Authority for Consumer Protection (ANPC) imposed fines of over 370,000 lei (about 73,000 euro) on energy suppliers for failing to comply with legal provisions in the field, in the case of providing electricity supply services to household consumers.

According to a press release from the institution, the control actions took place at the national level between April 17 and June 16, 2025, preceding the elimination of the electricity price cap scheme.

Thus, 116 economic operators were checked (including 431 contracts issued by them), with violations identified in 20 of the companies.

For the identified irregularities, the ANPC commissioners applied the following sanctions: 24 misdemeanor fines worth over 370,000 lei, ten warnings and the measure to remedy the deficiencies found for 12 economic operators.

Among the most important deviations from the legislation in the field were: the lack or incorrect completion of the offers presented to consumers; the lack of the final price with all taxes included, in the contracts with consumers; the issuance of consumption and carry-over invoices with delay; the lack of mention in the contracts of information such as: the billing period, the options regarding the method of sending invoices, the duration of the contract, the conditions for renewal/extension/termination of the provision of services and the execution of the contracts.

It was also found that there were abusive clauses in contracts, regarding the consumer’s obligation not to allow unauthorized persons to access the meter, if the devices were located in the public domain and not on the consumer’s personal property, the latter being unable to comply.

In addition, the control teams observed, in some cases, the failure to display on the website all the information on the basis of which the economic operator carries out its activity, including information on the possibility of alternative dispute resolution (ADR).
