Unclear legislation has put green energy projects on hold

Romania can benefit from the latest technologies in the renewable energy sector, just as in the early 2000s it adopted the most advanced technologies of the moment in the Internet field. On the other hand, in the absence of clear legislation, the development of the renewable industry will stop.

“We as a country could benefit from the latest technology in the field. It’s a similar situation to the early 2000s with the internet. At that time we had no infrastructure, but the demand was very high and in a few years we had optical fiber, which we still benefit from now, 20 or so years later”, said Adrian Paraschiv, Country Manager of Photomate Romania, at the conference “More renewables for Romania”, organized by Energynomics.

The Photomate company covers 23 countries through 15 regional offices that are supplied from the central warehouse in the Czech Republic.

According to Paraschiv, Romania has the largest bureaucracy specific to renewable projects in the entire EU, especially in terms of high-capacity investment.

Similar to the massive development of the Internet 20 years ago, the renewable energy sector is now experiencing a new period of sustained development after stagnating for a decade between 2012 and 2022.

The new wave of investments in renewable energies is putting the latest technology at the disposal of the beneficiaries, which means that the lifetime of such investments will easily exceed ten years.

Depending on the warranty conditions that will be required by developers and investors, the lifetime of these installations could even reach 20 years. “It is a very big challenge related to the interpretation of the legislation. For example, the provision related to the 50 hectares (maximum surface area allowed for photovoltaic installations on the ground – e.n.) put investors on pause, and as long as the legislation is not clear, investors will not start a project”, added Paraschiv.

At the same time, the profile industry will continue to face challenges, but unclear legislation will slow down an entire investment chain, and the development of new projects will stop.

Romania is a “huge investment opportunity at the moment”, it has both specialists, equipment and funds.

The only thing that still needs to be clarified is the legislation, and once this obstacle is overcome, “we will have work for years from now”.
