Smart metering implementation – elusive targets (Energy Breakfast Club, April 29)

There are assumed targets by European directives and local legislation. There is a national smart metering program. There are numerous pilot projects and analyzes indicating the utility of increasing the IQ in the energy networks. Yet, the introduction of smart meters in 80% of end consumers in the coming years seems an elusive target today, suggested Emil Calotă, vice-president in ANRE, during the debate organized by energynomics.ro, at the Energy Breakfast Club.

The National Regulatory Authority for Energy, through the voice of Emil Calotă, emphasizes that smart metering discussion must have in the forefront the final consumer. In general, this consumers have low financial potential, given that energy poverty in Romania exceeds the 42% parcentage, at which the social poverty is estimated. In those circumstances, the targets assumed for smart metering seem too ambitious, especially if the recovery of the direct investment mainly through invoice, is anticipated.

During 2015 the implementation of pilot projects of the eight disitribution operators, is planned. After January 31, 2016 an evaluation of these projects is planned, and until the 15 March 2016 the national smart metering program, must be defined. “Then we will define the percentage of smart meters that we will have had installed until 2020 to the end consumers, about 8.3 million clients,” Emil Calotă said.

Adding to the extended energy poverty in Romania, a decisive factor in the pace of large-scale introduction of smart metering is the availability of the power distribution operators for engaging in such spendings. Large are the amounts and they require a clearer perspective of deadlines and sources for return of the investments.

In his turn, Mircea Neagu, CEO of S&T Romania, presented the expertise and skills the Austrian group has in the smart energy metering field. The group’s expertize as an IT integrator in Romania is a major advantage given that the business approach in the electricity industry is evolving similar to the process recorded in the last 10 years in the telecom industry, ie an ever increasing role for the IT systems within the business models of these companies. S&T has supported these processes with solutions and services for the telco industry. In addition, S&T offers a complete range of smart metering / smart grid solutions, from smart meters to big data / analytics applications.

Catalin Lisman, director at OMEPA Measurement Department of Transelectrica, presented the current situation of the smart metering projects, as well as the projects of the national transmission operator for the next period. Catalin Lisman said that every modernization project is a necessary component of smart metering and power quality. However, in the projects of modernization of the stations, measuring and monitoring the quality component represents approximately 2% of the total project costs. The amount of annual investments in projects for the period 2015-2020 exceeds 70 million euro.
