Although the owners of mortgaged buildings qualify for the subsidy through the AFM program dedicated to prosumers, the provision according to which the entrepreneurs who have their registered office at home cannot access the government program for subsidizing photovoltaic panels remains in the User’s Guide.

“Who has a registered office of the company at home cannot participate in the program”, said the president of the Administration of the Environment Fund (AFM), Cornel Brezuică, quoted by e-nergia.ro.

The financing guide of the Program on the installation of photovoltaic panel systems for the production of electricity, in order to cover the consumption needs and the delivery of the surplus in the national network was supposed to be modified through a project initiated by the Ministry of the Environment.

The same adjustment of the Guide was likely to limit the access to the program of installation of subsidized photovoltaic panels of two categories of beneficiaries: those who have mortgages on the house and those who have their registered office in the house where they wanted to mount their panels.

For the first category, a solution was found. “We have found a solution, and the building that has a mortgage will be financed, provided that during the period of implementation and monitoring, which is of six years, the ownership right does not change,” said Brezuică. He also stated that if the owner of the house is changed, this is a fault and AFM will file a complaint against the beneficiary.
