State aid amount reported in 2014 by renewable energy producers from the sale of green certificates was about 1.75 billion lei (approximately 398 million euros), shows a study conducted by the Ministry of Energy. A year before, in 2013, the green certificate subsidy was about 1.663 billion lei (about 376 million euros).

Ministry of Energy has done a breakdown of state aid value on operating technologies in renewables, which is reproduced below.

Total weights of renewable energy in gross energy consumption in the years 2013 and 2014 are 25.13% and 26.27%, far exceeding the indicative trajectory weighting fixed at 19.66% for 2013-2014, the ministry’s study shows.

Nationally, total energy consumption from renewable sources in 2014 had a value higher than the reference in the national action plan in this area (6.251 thousand toe, compared to 5.5593 thousan toe). The difference was driven primarily by consumption of solid biomass (firewood) in households.

In terms of economic growth of about 3%, gross final consumption of energy in 2014 had a value lower than expected, so the share of renewable energy consumption increased in gross final consumption.

Interim targets for the share of renewables in final energy consumption are 20.59% for 2015 and 2016, 21.83% for 2017 and 2018, and 24% for 2020. The share for 2020 will be achieved without resorting to transfers from other Member States.

For electricity from renewable sources is projected a surplus for years 2013 – 2018 which could be subject to statistical transfers, shows the ministry’s analysis.
