Territorial Association for Energy and Energy Efficiency (ATE3) has launched for the public with the ambition to attract to its ranks a large number of small and medium enterprises interested in reducing their costs and increasing their competitiveness by energy efficiency. At Energy Breakfast Club, ATE3’s President Felix Căprariu made an introduction to the application of legal regulations in the field and proposed several lines of action for energy efficiency in small and medium business.
One of these is related with upgrading secondary regulations so that the regulations to explicitly include energy efficiency obligations for SMEs, including an energy audit at every 3-4 years and elaborating programs for energy efficiency improvement with short-term, medium, and long term plan of measures. Without such obligations, says Felix Căprariu, the small operators can not receive official guidance in developing a plan in the energy efficiency.

Mariana Voicu, Director of Industrial Policy Directorate in the Ministry of Economy has provided the audience the latest information on the energy efficiency financing program for SMEs, conducted by the Ministry. More specifically, there are nearly 7 million euro made available to small businesses in Romania, through European economical mechanism from several European donor countries such as Norway, Iceland, Lichtenstein.
Call for projects within weeks
The overall goal of the program is to reduce disparities between Member States in the European Economic Area. Eligible projects will be selected from those with measurable effects in reducing the carbon footprint and reducing energy consumption in industrial processes, according to state aid rules.
“We hope that in a few weeks will be able to launch the call for proposals, on the Ministry of Economy’s website and on the Ministry for European Funds’ website. The program will operate according to de minimis aid scheme’s principles: grants available of 60,000 to 200,000 euros for each project with and an aid intensity of 70%,” explained Mariana Voicu. This amount is formed from non-reimbursable EU financing (85%) and Romania’s budgetary resources (15%).
De minimis aid scheme is curently under approval by the Competition Council, Mariana Voicu said, and will be published in the Official Gazette immediately after approval.
The Energy Breakfast Club meeting in 11 February was attended by over 90 experts active in the field, both from companies and organizations that can contribute to raise external financing.

The presentations session was closed by Claudiu Butacu, President of Solar Decathlon Bucharest Association (EFdeN). He presented the history of their achievement and the technical data describing the energetic active house EFdeN, the Romanian project that participated at the international competition Solar Decathlon at the 2014 edition, Versailles, France.
In order to obtain design a solar, energy efficient and sustainable building, the Association used innovative systems for heating, ventilation and air conditioning, rational plumbing solutions, intelligent electronic systems and… an inside greenhouse – providing the building with an integrated multifunctional green space.
The association has managed to implement the most restrictive European directives in the field, and fought the slow bureaucratic procedures in Romania, being now a few weeks away to rebuilding EFdeN prototype solar house in Bucharest. Their ambition is to transform it into the first Romanian Center for Comfort Research.
