Producers of renewable energy, closer to aggregation

A new draft Order issued by ANRE on aggregation of renewables producers, which would especially come in support of small producers, has recently entered public consultation.

After many debates with representatives of the associations, the National Regulatory Authority for Energy – ANRE has dealt with the inclusion of renewable energy aggregation in all regulations related to the functioning of the competitive markets, according to investenergy.ro.

The proposed way for E-RES producers to aggregate includes to jointly agree for a leading entity to assume all the responsibilities and rights set out in the participation agreement and the resulting contract after trading, it is stated in an ANRE document.

Concerning participation in the balancing market, since the aggregation of several production units operated by different producers is already permitted under secondary legislation, the proposed amendment by ANRE is that the position in the ranking order for priority dispatching is the one corresponding to the technology that has the largest share, as installed power, within the aggregate entity. As a result of this change, it is expected that Transelectrica may admit, based on its own procedure, the aggregation of units with different E-RES technologies, the regulator states.
