PATRES calls for extension of deadlines for prosumers’ projects

Although the Employers’ Organization of the Renewable Energy Producers in Romania – PATRES appreciates the effort made by the Environmental Fund Administration team regarding the unlocking and continuation of the Green House – Photovoltaic Panels Program, it argues that due to the emergency situation the deadlines should be extended and the documentation must be submitted online.

“We propose to extend the term for obtaining and submitting ATRs (approvals for grid connection –e.n.) from 90 days to a minimum of 120 days, as well as extending the term of completion of the construction from 8 months to 12 months … PATRES requested ANRE that the documentation for ATR be submitted online. Digitalization is the solution,” according to a statement.

“According to the regulations in force, after publishing the files by the AFM, a series of legal deadlines regarding the immediate implementation of the projects begin to run, deadlines that must be respected. Thus, in this context, when the authorities strongly recommend all to stay at home, tens of thousands of people should physically move, submit addresses to the town halls (for which a registration number is required), request and receive ATR approvals from the distribution operators. The individuals must personally submit the documentation for the ATR, having the possibility to delegate to someone else only through a notarial power of attorney, which implies the same physical presence. At the same time, in order to be able to elaborate the applications for ATR and define the technical solution, the designers will have to go to the beneficiaries’ homes.

All this is not possible in the current Emergency Situation!

Another aspect that worries us is that, amid the temporary closure of the factories, there will be big problems in the supply of modules and inverters in the next period,” the press release states. ”PATRES proposes the extension of the deadline for obtaining and submitting ATRs from 90 days to a minimum of 120 days, as well as extending the deadline of completion of the construction from 8 months to 12 months. It is quite obvious that we must all wait to overcome this crisis situation and then continue to implement the Green House – Photovoltaic Panels Program.”
