Other operators will gain access to the distribution systems of gas and power by 2018

ANRE aims to make a regulation for third party access to the distribution system for gas and to determine the computing procedure for electricity distribution service for other than the current concessionaires of the distribution networks, shows the multi-annual regulation plan drawn up for 2016, 2017 and 2018, subjected to public consultation by the authority.

Promoting the European internal market for electricity and gas

In order to accomplish this objective, ANRE proposes a total of 21 regulations that treat both new topics and old. Among the regulations proposed for the next three years are listed:

  • Rules on third party access to underground storage of natural gas and upstream pipelines;
  • Rules of capacity reservation at future points of entry and exit to and from the national gas transport system;
  • Establishing provisional measures on implementation of the Network Code for the National transport system of natural gas;
  • Rules of activity and settlement of the balancing market and of measuring and settlement of the unbalances of the balancing responsible parties;
  • Amending and supplementing the Network Code – Second and third stage

Consumer protection

ANRE appointed to form for this target 19 regulations between 2016 and 2018. Among the regulatory proposals are:

  • Changing/completing the Regulation on natural gas supply to final customers;
  • Procedure for change of supplier of natural gas by final customers;
  • Timetable for implementing the binomial tariff for the power transmission and distribution services, including simulation stage;
  • Rules for designation on competitive criteria the providers of electricity in the last phase.

Promoting energy efficiency, integration of the renewables and distributed generation

ANRE aims for the next three years to establish this for this point of interest 17 regulations, among which are mentioned:

  • Rules applicable for Balancing Parties, for their members, and the amendment of the Art. 32 of the Regulation of programming for the production units and dispatchable consumers;
  • Revision of the rules for the ancillary services market;
  • Regulations on the national implementation of the European technical network codes;
  • Framework agreement for the provision of energy management services to businesses and local communities;
  • Rules of accreditation of renewable producers for receiving green certificates;
  • The methodology for establishing and adjusting prices for electricity and heat produced and delivered from CHP plants that benefit from the support scheme, or from bonus for high efficiency cogeneration.

Increased transparency in companies

ANRE assumes that between 2016 and 2018 will do the following regulations to achieve this goal:

  • Modification/addition of methodology for monitoring the gas market;
  • Establish rules on compilation and reporting of regulated accounting records prepared by licensed operators based on their own rules for allocation of assets and liabilities, expenditure and income;
  • Review the methodologies of monitoring the wholesale market, the retail market and the regulated market of electricity;
  • The regulation on organizing and solving the investigations in energy;
  • The operation procedure of investigations;
  • The procedure for elaboration of the Annual Activity Report by license holders.

Facilitating the network access for new production capacities

Regarding this aim, the Regulatory Authority aims to finalize eight regulations in the next three years, among which are mentioned:

  • Regulations of connection to the distribution system of natural gas and upstream pipelines;
  • The pricing methodology and marketing schemes for electricity produced from renewable energy power plants with the capacity of less than 500 kW;
  • The methodology for fixing prices of sales and conditions for offtake of electricity produced in high efficiency cogeneration, delivered from small cogeneration power plants and micro-power plant that are using conventional fuel, with a power of maximum 500 kW;
  • The methodology for establishing the criteria for granting a bonus for electricity produced in high efficiency cogeneration and delivery of small cogeneration plants with rated output starting from 500 kW.

Increasing operating efficiency for energy transport and distribution systems

ANRE plans to complete six regulations to achieve this goal:

  • Completing the methodology of establishing the tariffs for natural gas storage services;
  • The pricing methodology related to transport through upstream pipeline;
  • Setting the regulated rate of return on capital in the fourth period of regulation for activities of transport and underground storage of natural gas;
  • Methodology for issuing the location permits by the network operators;
  • The methodology for setting the regulated tariffs for services in natural gas distribution, starting from the fourth regulatory period;
  • Setting the regulated rate of return on invested capital in the fourth regulatory period for distribution activities.
