Hauliers request additional budget to get refunds of the over-excise duty

Representatives of the National Union of Romanian Road Transporters (UNTRR) are asking the authorities to supplement the budget for over-excise duty on gas oil payback, given that the funds of 20 million lei allocated for this year have been exhausted.

According to a press release issued by UNTRR, by the restitution of the over-excise tax on road transport to companies, diesel consumption is maintained in Romania, whereby the state can collect VAT and the remaining excise duty.

From recent data published by the European Commission (EC), analyzed by the Union of Transporters, there is a cost for road transport companies (diesel price excluding VAT and with recoverable excise duty) of 0.96 euro/ liter in Romania, compared to Hungary – 0.95 euro / liter, Bulgaria – 0.92 euro / liter or Slovenia – 0.94 euro / liter.

“Without refundable excise and VAT, the cost for road transport for companies in Romania would be of over 1 euro/ liter and the volumes of diesel fuel bought by road hauliers will migrate to neighboring countries with a negative impact on the state budget. At the same time, hauliers will have to increase transport rates by at least 12% as a result of the delay in over-excise repayment, which will be felt immediately and directly in the prices paid by the population,” note the carriers, according to Agerpres.

According to UNTRR, during the period 2014-2017, 2,638 requests for over-excise repayment, worth over 67.6 million lei, were approved.
