Gas producers will be forced to sell 40% of production on the stock exchange, starting July 1

Gas producers will be obliged to sell on the stock exchange 40% of production, between July 1 and December 31, 2020, at a starting price set by ANRE, according to a draft emergency ordinance initiated by the Ministry of Economy, Energy and Business Environment, for the amendment of the Energy Law 123/2012.

The sale of these gas quantities will be made based on the mandatory bidding program established by ANRE, which will include the distribution of quantities offered on standardized monthly, quarterly, half-yearly, seasonal and annual products, so as to ensure conditions of competition, transparency and non-discrimination to all potential buyers, according to Agerpres.

According to the substantiation note, the draft normative act will allow natural gas suppliers, on a competitive market, to manage their natural gas sources (current domestic production, storage, import) necessary to cover the consumption needs of the customer portfolio, in conditions to minimize the cost of allocated resources, in order to consolidate the market position by offering the best prices to end customers and ensuring the continuity of natural gas supply.

“Also, for the natural gas producers, the obligation to conclude, in the calendar year in which it delivers the natural gas, contracts on the centralized wholesale, transparent, public and non-discriminatory markets, in accordance with the regulations issued by ANRE, for the sale of a minimum quantity of natural gas which may not be less than a percentage of 50% of the quantity of natural gas contracted with delivery in the respective calendar year, as seller is eliminated, while establishing the obligation that between 1 July 2020 and 31 December 2022 natural gas producers whose annual production achieved in the previous year that exceeds 3,000,000 MWh to offer annually the sale of quantities of natural gas, with delivery between July 1, 2020 and December 31, 2022, in a transparent, public and non-discriminatory, centralized markets, in accordance with the regulations issued by ANRE,” say the initiators of the project.
