First questions on the AFM’s support for individuals to install photovoltaic systems

Together with the amendments to the Renewable Law introduced in July, the Environmental Fund Authority’s program on the installation of photovoltaic systems promises a new dynamic in the sector of small-scale electricity generation from renewable sources. However, the first major movements in the market cannot take place earlier than 2019, when all legal and regulatory preconditions have been met.

The Ministry of Environment launched in public debate the “Financing Guide for the Program on the installation of photovoltaic systems for the production of electricity in order to cover the consumption needs and surplus delivery in the national network”. All interested parties can submit opinions / suggestions / suggestions, by August 30, at the Ministry of Environment, contact person Adrian Ştefănescu, e-mail: [email protected].

The document establishes that state funding is provided for any photovoltaic plant with a capacity greater than 3kWp. “Funding is granted up to 90% of the total amount of eligible expenditures, within the limit of 20,000 lei. The amount financed by the Authority is deducted by the Validated Provider from the total amount of the invoice, and the difference is borne by the final beneficiary, from its own financial sources”, the draft of the Guide under public debate shows.

In the current form, the document establishes that the eligible costs include photovoltaic panels, inverter, connectors, system mounting structure, communication mode, smart meter (measures the amount of energy produced and allows the collection and transmission of relevant remote data in electronic format) as well as the DC/AC electrical box.

The installation and commissioning costs of photovoltaic panels will be financed, up to a maximum of 15% of the costs of electrical equipment and installations, as well as VAT on eligible costs.

Invited by energynomics.ro, some of the specialists in the sector raised some questions.

  • Will the company validation be valid at regional or national level? In other words, an approved company will be allowed to operate across the country?
  • Is it allowed an association of economic operators in order to cumulate experience in similar works?
  • For the experience in similar works of 50 kW will be taken into consideration a single work or more cumulated works?

It is also to be clarified if there will be several sign-up sessions during the program, but also why no advance payments are made, as is the case with other comparable funding.

PROSUMER DEFINITION

The final customer who owns electricity generation installations, cogeneration included, whose specific activity is not the production of electricity, which consumes and can store and sell electricity from renewable sources produced in its building, including a block of flats, a residential area, a shared service facility, commercial or industrial site or the same closed distribution system, provided that in the case of autonomous non-household renewable energy sources these activities do not constitute their primary commercial or professional activity.
