Cîţu: The European Economic Recovery Plan must be implemented quickly and without unnecessary conditionality

The European Economic Recovery Plan must be implemented quickly, without unnecessary bureaucracy and conditionality, focusing on high priorities, investment, the needs of less developed Member States and, above all, it is important to focus on grants, said, on Tuesday, the Minister of Public Finance, Florin Cîţu.

According to a release of the ministry, Florin Cîţu supported at the Ecofin meeting Romania’s position that the future recovery fund should be non-discriminatory at EU 27 level and focus on high priorities, including investments, and the support program to fight unemployment should be implemented quickly.

“We want the rapid and flexible implementation of the European Instrument for Temporary Support for Emergency Risk Mitigation (SURE), which will allow Member States in need of funding to make full use of this opportunity,” Cîţu said, according to Agerpres.

This instrument involves financial assistance of up to 100 billion euro in the form of loans and is addressed to all Member States. They will contribute with guarantees of 25% of the volume of the facility (25 billion euro), which will be constituted as a guaranteed public government debt and will not have an impact on the deficit unless they are executed. In the case of Romania, the guarantees would be approximately 393 million euro.
