AFM accepts some of the demands from the installers of photovoltaic systems

On Thursday, October 3, the Environmental Fund Authority held a public debate on the future scheme to support the installation of photovoltaic systems for power generation. According to EnergiaTa association, around 100 representatives of installers, both physical and legal entities, or companies interested to subcontract or form consortia to become eligible under the support scheme, participated in the talks.

EnergiaTa underlines that the National Regulatory Authority for Energy – ANRE has a deadline by the end of October for the finalization of the implementing rules. For their part, AFM representatives hope to launch the updated Financing Guide in the coming weeks. Some of the requests of those interested have already been accepted by the AFM, according to EnergiaTa.

Minimum experience of 50 kW for installers

This is likely to be replaced by another method of filtering experienced installers, from those with no experience; this method will not disqualify installers not reaching the 50 kW threshold.

Payment deadlines and recovery of the investment

The recovery times for the investment would be in line with the estimated duration needed for getting the Technical Approval Connection (ATR).

Building permits

AFM confirmed that it had discussions with representatives of the Ministry of Regional Development to replace the building permit with a “structural expertise” document, stating that roof installations do not affect the structure of the building. In addition, obtaining the ATR would no longer be conditional upon obtaining a complete set of permits and authorizations.

Technical specifications

Hybrid and three-phase inverters have been accepted and the feature line has been expanded in order to allow most existing equipment meeting the standards.
